Yes, I know that it looks like it's from the inside. However, most of the scratches have gone with a bit of polishing. I ignore why but this is what I get.

I had a similar looking on my previous cars headlights.
It looks like scratches from the inside but grinding with 600, 1000 and 2000 grit and polishing helped me a lot.
